Karen Rutrough,
Vice President & General Manager

Karen is the founder of ITSS and the creator of its business strategy and corporate culture. Karen is well known throughout the Government contracting IT community. Her 20+ years as CFO and Vice President of technical and support services companies position her well to lead the ITSS staff in setting the standards for corporate "best practices" and building and maintaining relationships with clients.

From 1988 until 1999, Karen was vice president for operations of MCR Federal. In 1999, GRC International acquired the company and established ITSS as a separate corporate entity with Karen at the helm.

Beverley Peterson,
Director of Organizational Development & Training

Beverley Peterson brings over 25 years of experience in organizational development and human resource practice and consulting to the ITSS team. Her particular interest is bringing a systems approach to OD/HR and applying the same discipline and vigor as do her colleagues on the technical side.

Beverley developed and manages ITSS’s cutting-edge program in organizational development. Unlike conventional consulting approaches that deal only with symptoms of organizational problems, ITSS’s program is a systematic approach that addresses causes of sub-par organizational performance.

Prior to joining ITSS in 2001, Beverley operated her own successful organizational development and human resources consulting firm for many years. MCR Federal Systems was one of her many clients. Beverley holds B.A. and M.A. degrees and is a certified practitioner of numerous diagnostic tools.

Robert Gatzke,
Director of Contracts & Administration

Robert Gatzke has 20 years of experience in Federal and commercial contracts, accounting, financial management, and human resources. His focus on client service, both internally and externally, has made him a widely respected member of the ITSS team.

Since 1999, Robert has managed all of ITSS’s business operations, including accounting, contract administration, purchasing, and human resources. He is responsible for all contract negotiations and for ensuring that contracts comply with all Government requirements.

From 1997 to 1999 Robert was contracts manager for MCR Federal, Inc. Prior to that he served in progressively responsible contract management positions for a variety of companies in Northern Virginia, including Symbiont, Inc., Octagon, Inc., and Executive Resource Associates, Inc.

Robert holds a B.S. degree in management. He is a member of the National Contract Management Association and has completed numerous courses conducted by the Center for Public Management.

Christopher Nelson,
Director of Program Management

Christopher Nelson has more than 25 years of experience in systems engineering and analysis; systems migration; P/L and Budget Management; and software systems design, development and implementation. He is also proficient in document management for the Defense Department and other Federal agencies. Most recently, his efforts for the ITSS team have focused on information technology with emphasis on executive problem solving, leadership, management, and development of complex systems.

Christopher manages ITSS’s programs in logistics, transportation, and communications. Currently he manages the program (with TRW) providing software development and maintenance for the Worldwide Port System (WPS) operated by the Military Traffic Management Command of the U.S. Army.

Formerly Christopher was vice president for logistics of TRW and, progressively, staff member, manager, director, vice president, and senior vice president of BDM International.

Christopher holds A.B. and M.S. degrees, and is a graduate of the Program for Senior Executives in National and International Security (NISM) at the John F. Kennedy School of Government, Harvard University, and the Systems Acquisition Management for Flag Officers (SAMC) program of the Defense Systems Management College.

Dwayne Miller,
Program Manager & Principal Consultant, Financial Management

Dwayne Miller has more than 20 years of Government and financial management experience in progressively supervisory positions, including hands-on management of comptroller, finance, accounting, budgeting and computer operations. He also has more than ten years of experience in implementing information engineering projects.

Dwayne manages ITSS’s financial management program for the Defense Finance and Accounting Service (DFAS).

Dwayne is a Certified Government Financial Manager. He holds B.B.A. and M.B.A. degrees, and is a graduate of the United States Air Forces Air War College, Air Command and Staff College, and Squadron Officers School.

Eric Douglas,
Program Manager & Principal Consultant, Air Force Contracts

Eric Douglas is our Principal Consultant to the Air Force Office of Scientific Research, where he supports the grand administration program and business process re-engineering initiatives.

Eric has twenty-eight years of data processing experience as a contractor for the Federal Government, communications companies, airlines, and other organizations. His experience with the Defense Information Systems Agency and the U.S. Air Force spans more than twenty years and encompasses technical support, management, marketing, and sales.

Prior to working with ITSS, Eric was manager of corporate business development for MCR Federal, Inc. and a business development manager for MCR Services Group, Inc. He holds a B.B.A. degree.

Earlier, Eric held positions of progressively greater responsibility in information technology, account management, and business development for Sumaria, Inc., HFS, Inc., C3 Incorporated, Sperry Univac, and TRW-DSSG.

Monica Osborne,
Manager of Recruiting Services

Monica Osborne is responsible for managing the ITSS recruiting department and assigning new employees to client engagements. Her team maintains ITSS’s extensive database of technical personnel and personnel with highest-level security clearances.

Monica has more than 10 years of experience in recruiting, staffing, account management, and sales within the technology marketplace. Before coming to ITSS, Monica was a recruiter for 10 years with the staffing agency Tencom Systems. She holds a B.A. degree in international studies.

Michael Harvey,
Program Manager, confidential Services

Michael Harvey manages ITSS’s services to the intelligence community, including a major software development project for the U.S. Army’s National Ground Intelligence Center.

Michael came to ITSS in 2001, after 13 years of progressive responsibility with BDM International, including two years as Project Manager/Director of BDM’s Army Test and Evaluation project. Prior to that he completed a 20-year career with the U.S. Army, where he served in a variety of intelligence positions, including Deputy Director of the Intelligence Production Directorate at the Foreign Science and Technology Center.

Michael holds B.A. and M.A. degrees in political science and an M.S. in systems management.

William M. Bryan Officer
President and Chief Operating

Mr. Bryan is the President and Chief Operating Officer for ITSS, Inc. with responsibility for the day-to-day operation of the company including profit and loss responsibility, strategic planning, and annual budget preparation and implementation. Mr. Bryan active participation began after leaving AT&T Governement Services where he served as Director of Professional Services. While serving in several senior positions in the company, Mr. Bryan had responsibility for overseeing professional services sales for both Federal Government and State Government.

Prior to joining AT&T, Mr. Bryan ran GRCI (TSC)a professional services business providing a broad range of technical support to Federal, State, and Local government clients as well as Commercial Clients. Our core focus is providing the client with quick solutions to staffing and outsourcing requirements. GRC TSC has proven expertise in the areas of network and LAN/WAN operations, LAN/WAN administration, software development and implementation, hardware configuration, web site development/hosting, and support in help, acquisition, program management, and logistics. GRC TSC specializes in providing the specific expertise needed to run day-to-day functions and operations for both short-term and long-term projects.

Prior to running GRCI, Mr. Bryan was the Chief Financial Officer for Management Consulting & Research, Inc. a professioanl services company of over 300 employees . He helped grow the business to over 25 million and ultimately the acquisition in 1999.
